Background

Sharing services for “e-scooters,” which are suited to transportation within a 5 km radius, are rapidly expanding around the world, especially in Europe, the US, and China. Even in Japan, due to the April 19, 2022 revision of the Road Traffic Law, “specified small motorized bicycles” (specified light-duty mopeds) have been classified as small electric mobility vehicles. Under the new Road Traffic Law, a driver’s license is not required for small mopeds whose maximum speed is 20 kilometers per hour, and wearing a helmet is obligated to make effort for any riders aged 16 or over. The law is expected to go into effect no later than spring 2024. Given these developments, we can expect increased demand in Japan for electric PMVs to support last-mile strategies.
